Oeiras has a high concentration of skilled human capital, with an average percentage of resident population with higher education well above the national average and the Metropolitan Area of Lisbon. In 2017, 22% of the students enrolled in Higher Education establishments located in the Municipality of Oeiras attended a master’s degree course and 6.6% a PhD.

The council already functions as a real Research and Development hub, being home to several research centres. Investment support infrastructures and policies
No totalIn total, the municipality plans to invest, by 2026, close to 400 million euros in the enhancement of the economy, education, housing, environment and territorial intelligence. The objective is to position the municipality as one of the main driving forces of the economic, social and human development of the Lisbon Metropolitan Area. In this regard, the City Council has the Investment Promotion Office, whose mission is to monitor all forms of investment in the municipality, being responsible for boosting local entrepreneurship and attracting new investments. Recently, with the support of the City Council of Oeiras, the Business Support Office was also created.
